AFCE Saving Programmes Transforming Lives in West Nile

In the West Nile region, specifically in Nebbi, Zombo, and Pakwach Districts, the Agency for Community Empowerment (AFCE) has taken a groundbreaking step towards community financial empowerment. Introducing the Saving with a Purpose (SWAP) module, AFCE goes beyond traditional Village Savings and Loan Associations (VSLA) to help communities set smart financial goals and work towards achieving them.

For the past 20 years, VSLA schemes have been present in the West Nile region, yet the community has not reaped significant benefits. Many women faced the unfortunate consequence of leaving their homes and losing properties due to the inability to repay loans borrowed from savings. SWAP emerged as a solution to address these challenges and bring about positive change.

Through the SWAP module, AFCE has gathered valuable insights:

  1. Setting Short-Term Goals Yields More Success: Farmers setting short-term financial goals, such as acquiring goats, piglets, or chickens, achieve more by the end of the year compared to those opting for fixed assets like land, solar, or house construction.
  2. Reduced Conflicts with Minimal Loan Engagement: Groups that operate SWAP with limited loan engagement experience fewer conflicts and showcase stronger unity, commitment, and mutual support among members.
  3. Family Unity in Savings: Families saving together encounter fewer challenges in accessing SWAP funds. In contrast, households where spouses save independently experience more peace and productivity.
  4. Challenges in Livestock Management: Households utilizing SWAP for purchasing livestock, particularly poultry and piglets, face challenges in managing their newly acquired assets.
  5. Positive Farmer Endorsement: Farmers who have embraced the SWAP module appreciate its effectiveness and actively encourage others in their community to join and benefit from the program.
